360lb person taking in 1600 Cals per day?
nay, cals too low. Up the cals to 2500-3000 (you dont want to lose weight too fast), start lifting doing massive cardio.

If that person was 25 yo and 6 foot tall (don't know these stats, so I guessed), he would have a Basal Metabolic Rate (BMR) of a little over 3000 calories, with no excersize done. To lose weight, without the chance of losing muscle in the process, this person should go about 500 cals under maintenance to lose fat. That would put their intake at about 2500 cals, if no excersize is done. Anything less than that and they are going to lose too fast and lose lots of muscle in the process. To get a more accurate number, have him put his actual figures in the calculator below:

Even with a woman, 2500 is still a good starting place. Have them try it for a few weeks, and see how much weight they loose. 2500 calories is enough that they can eat a lot of food (if its healthy), and not starve themselves.
1600 calories just isnt enough, they will slow down their metabolism, and loose a ton of muscle, or they might give up since they will probably always be hungry.
It took her years to put on the weight, so she can't expect to loose it too quickly.
Eating so few calories, will eventually put her in starvation mode. She of course will lose water weight at first, then her body will adapt to the 1600 calories and then what? Go even lower, which then may make her binge with eating so few calories..IMO, this will not make for a permanent weight loss. She should start out by reducing her calories a little bit each week, which will help shed the pounds on a healthy level and have her walk after dinner or so to help even further her weight loss.
