if i understand correctly effective nutrition when bulking is a high number of calories with carbohydrate and protein rich foods, fats i.e. "clean" foods. so when you enter the cutting phase is it about eating the same way except cutting the calorie intake in half or is it changing the foods you eat all together?

Not cutting it in half. It's taking maintenance then subtracting 250-500 calories from it. Yes, eat the same good clean foods though, especially lean proteins and healthy fats. When cutting, carbs are usually first to get lowered by most people.

bottom line regardless of bulking/cutting is cals in vs cals out..
just maintain a good macro ratio .. such as a 40/40/20 but go about 200-300 under maintaince for a cut and go a lil higher for a bulk .. its that simple
