computer help... creating/deleting 'users'?

computer help... creating/deleting 'users'?
my uncle got 3 comps from his employer and gave me one. i'm using it as an extra comp in the house. whenever i go to do anything like change the stuff in startup it's under 'joesph'. there's also one for 'all users'. is it possible to get rid of his? sorry if this doesn't make sense, i'm a computer retard.

The built-in Administrator and Guest accounts cannot be deleted.

it says something like it's a system tool and windows will be effected if it is deleted.

nevermind, heres what you do, forget about the all users account. next go into user accounts and change the name of 'joesph' to bdiesel or whatever you want.

when i go to Computer Management > System Tools there is no account user option or local user groups... there's device manage, event viewer, and shared folders.
it's under the c drive and shared folder where i find the users i said above.

i did a search for user, account user, and local user and came up with nothing but the 'all users' folder in the c drive and in shared folders.
